Normally, they are exchanged for 200 item level gear, tier seven pieces, heirlooms, and Frost Orbs. Webi.e. If conquest drops from Ulduar, and valor from dungeons/other raids, then the only way to get heroism emblems would be to downgrade valor emblems. The point of the changes is to eliminate the need for that downgrading. They just have valor drop in Ulduar and heroism drop everywhere else.
